Expert Witness & Defect Engineering Assessment

AEGIS was engaged by the Owners Corporation of Grand Central Towers, a high-rise residential and mixed-use development in Canberra, to carry out a comprehensive expert witness investigation into suspected building defects. The development consists of two towers— 18 and 25 storeys—comprising 430 residential units and three levels of basement car parking.

Over a two-year period, Aegis undertook detailed site inspections, visual assessments and ongoing monitoring to identify and evaluate key issues affecting the common property. The investigation revealed widespread construction defects, including structural cracking, extensive water ingress, failing waterproofing systems, corrosion of building elements, non-compliant balustrades and poor workmanship across various finishes and materials.

These defects were determined to be in breach of the National Construction Code (2016), the Building Code of Australia and several referenced Australian Standards. Many posed risks to occupant safety, compromised the structural durability of the building and negatively impacted the overall asset performance.

Aegis produced a comprehensive expert witness report containing photographic evidence, defect schedules, code references and prioritised remediation strategies. The report was prepared in support of legal proceedings initiated by the Owners Corporation and provided a clear pathway to effective rectification.
